Canada announces extension of post-graduation work permits for up to 18 months to retain high-skilled talent

Foreign nationals with expired or expiring post-graduation work permits will qualify to work in Canada longer.

Employers are facing unprecedented challenges in finding and retaining the workers they need during this period of economic recovery and growth. International graduates with a recently expired or expiring post-graduation work permit (PGWP) will qualify for an additional or extended work permit to stay longer and gain additional work experience for up to 18 months. The PGWP Program allows international graduates to obtain an open work permit to gain valuable Canadian work experience.

Starting April 6, 2023, these measures will allow PGWP holders who wish to stay longer to opt in to a facilitative process to extend their work permit and will allow Canada to retain high-skilled talent.

Foreign nationals whose PGWP has already expired in 2023 and those who were eligible for the 2022 PGWP facilitative measure will also have the opportunity to apply for an additional 18-month work permit. Those with expired work permits will be able to restore their status, even if they are beyond the 90-day restoration period, and will receive an interim work authorization while awaiting processing of their new work permit application.

Talented and skilled international graduates play a vital role in addressing Canada’s labour shortage, and those nearing the end of their PGWP are already well integrated into Canada’s labour market. The additional work permit will allow eligible applicants to continue contributing to the Canadian economy while gaining valuable work experience and preparing for the opportunity to apply for permanent residence.

Canada Adds 16 Occupations To Federal Skilled Worker Program With Arrival Of NOC 2021

With the National Occupational Classification (NOC) 2021 coming into effect on Wednesday, a batch of new jobs are now eligible for the Federal Skilled Worker (FSW) program through the Express Entry system.

Under the FSW, foreign nationals can apply for permanent residence in Canada provided they meet the eligibility criteria, including work experience in occupations in four of the six Training, Education, Experience and Responsibilities (TEER) categories of the new NOC system.

Those eligible categories of occupations for the FSW now fall under the 0, 1, 2, and 3 TEER categories.

That means all 16 occupations that now qualify as work experience for Express Entry applicants clearly fall under the FSW program as of Nov. 16.

The newly-added occupations to the FSW are:

Under the NOC 2021, the second digit of the classification code indicates the TEER, indicating that all newly-added occupations are considered TEER 3 jobs.

These are occupations deemed to require a college diploma, an apprenticeship training of fewer than two years, or more than six months of on-the-job training.

Launch of Mission to Recruit Registered Nurses from India

The Provincial Government of Newfoundland and Labrador is spearheading a mission to India to recruit internationally-educated registered nurses who can fill vacancies in Newfoundland and Labrador. The mission complements other ongoing national and international recruitment activities targeting health care professionals.

An advance team of Provincial Government officials will depart for southwestern India in the coming weeks with the goal to set up a recruitment desk in the city of Bengaluru, located in the state of Karnataka. They will be joined by a representative of the College of Registered Nurses of Newfoundland and Labrador who will be dedicated to oversee licensure.

The state of Karnataka has been chosen because many nurses in the region receive similar training to what registered nurses receive in Newfoundland and Labrador. The region was also chosen because it has a high concentration of prestigious nursing schools. Additionally, the Provincial Government has had past success recruiting health care professionals from Bengaluru.

Once landed, the team will meet with institutions that graduate nurses who have the academic credentials to qualify for licensure in Canada. The team will also begin raising awareness of Newfoundland and Labrador as an ideal immigration destination through presentations and meetings with nurses and nursing students.

New Brunswick Critical Worker Program- Canada Work Visa.

New Brunswick Critical Worker Pilot Project (NBCWP)

The New Brunswick Critical Worker Pilot Project (NBCWP) is a first-of-its-kind immigration project between the New Brunswick provincial government, and the federal government.

In an attempt to address key labour shortages in New Brunswick, the Canadian federal government will work with Immigration and Opportunities NB, and six selected employers in New Brunswick on a new immigration pilot project; to bring and settle skilled foreign workers to the province.

On the 7th of November 2022, the provincial government of New Brunswick and the federal government introduced the New Brunswick Critical Worker Pilot Project (NBCWP). The program is unique in the fact that it seeks to not just provide economic immigration to New Brunswick; but also to help newcomer retention to the area by providing settlement services for immigrants.

The pilot will work with six selected employers to help fill labour gaps in several industries, including manufacturing, fisheries, food production, forestry, farming and more.

This pilot will be regularly monitored and reviewed every five years, to ensure that it yields the necessary results. Newcomer attraction, economic contribution, and retention are high on the provincial government’s list of priorities; with New Brunswick ranking 8th overall in population among Canada’s provinces, and 11th in terms of GDP per capita.

Once you receive an (ITA) invitation to apply for permanent residency, you will have only 60 days to submit several other documents confirming the information provided in your profile. Since some of these documents can take a long time to obtain, it is a good idea to start this process early.

Canada aims to welcome 431,645 new permanent residents in 2022, 447,055 in 2023 and 451,000 in 2024.

Post Graduate Work Permit

BREAKING NEWS: PGWP holders can apply for a new open work permit. Post-graduate work permit extension portal is open and active now.

Finally, holders of expired or soon-to-be-expired post-graduate work permits (PGWP) can now extend their permits.

The instructions are relevant to you if your PGWP expires between September 20, 2021 and December 31, 2022.

PGWP holders whose permits have already expired, or will be expiring between Sept 20, 2021 and Oct. 2, 2022, will be able to apply online for an extension or a new permit lasting up to 18 months.

For those whose permits expire from Oct. 2 to Dec. 31, 2022, these individuals won’t need to do anything to get the 18-month extension unless they need to update their mailing address or passport validity.

IRCC also announced that it will send an email to PGWP holders with permits that have expired or will expire between Sept. 20, 2021 and Dec. 31, 2022, an email indicating that they are allowed to work in the interim while they apply for their extension or new permit.

Details on the PGWP extensions from IRCC

PGWPs are offered to former international students who have graduated from a Canadian post-secondary institution. Normally, these permits are valid for up to three years and are not renewable. Many international graduates have relied on PGWPs to gain Canadian work experience as a stepping stone to eventually apply for permanent residence.

The federal government made initial announcement about the PGWP extensions back in April and promised that a “simplified, expeditious process” to apply for an extension would be made available “in the weeks ahead.”

Normally, PGWP is given to a person once in lifetime. International student graduates of eligible full-time programs can get an open work permit for up to three years. This new public will allow eligible PGWP holders to extend their work permit or apply for a new Open Work Permit for an additional 18 months.

IRCC says you may not apply for this work permit at a port of entry. All work permit applications for this public policy must be submitted online by December 31, 2022.

The government had previously offered an extension to PGWP holders between January 2021 to July 2021 for those whose permits had expired after January 2020, or were set to expire within four months.

Good news for international students who studied online during the pandemic, IRCC has relaxed rules for PR eligibility through Express Entry system, which will come as a huge relief to thousands of students.

Students enrolled in Canadian universities who had to complete their courses online due to the pandemic are now eligible for Canadian educational credential points.

Usually, online education does not count for Comprehensive Ranking System (CRS) points if it accounts for more than 50% of the programme.

But now, Express Entry candidates will now be eligible for Canadian educational credential points for programmes completed online between March 2020 and August 2022, due to a new Immigration, Refugees, and Citizenship Canada (IRCC) update.

The new measure, according to the IRCC, applies to those who earned a Canadian degree, diploma, or certificate online during the eligibility period. Candidates may now be eligible for CRS points even if the program was either;

  • completed online,
  • from outside Canada, or
  • through part-time studies.

IRCC also recommends Express Entry candidates update their profiles by August 2 in order to benefit from a new measure that counts online, out-of-country, and part-time studies for points.
